Although it is covered with glass, the Reichstag dome is open to the air with a louvered overhang. The top of the dome is also open to the elements. Sir Norman Foster’s design is intended to convey an open government. The center mirrored funnel helps reflect light into the interior. The public can walk to the top of the dome on a double ramp that spirals in both directions, but reservations are now required.
